Well in signature bounty you wouldn't have so much chance with a rank below member rank but there are others campaigns you could join like facebook bounty , twitter , the best ones are translating and youtube bounty , if you know a second useful language well , you can translate whitepapers or stuff and make a good money!
Youtube is the best though , In my view if you put your forces on youtube you would be much more successful than bitcointalk , with meri system it's been very harder to rank up and even if you get a legendary rank still a channel youtube with a lot of subscribers would make you more money!

Yes of course. A newbie can join certain bounties but not all bounties allow us to participate LOL.

what kind of campaign that you want to join? if you want to join the signature campaign, you just have to wait until you are a Junior member rank, but before that, you can join media social or telegram campaign, or if you have more skill you can join blogging or video campaign

If the bounty manager doesn't specify rank requirement for the campaign, you can join to the campaign. I joined more than 20 campaign before with my Newbie rank. But if you want to join Signature campain, mostly reuquired Jr. Member as a minimum rank.

Probably no, most of bounty campaings looking for users with higher rank. Minimum is Jr. Member, so if you want start working on forum first you must increase own rank. You must be active on forum.
