ANN page is the most important thing, people will come there to ask questions about the project and also helps to build community around the project, bounty page is just for bounty hunters and not people that will pt their money down to support the project long term. Lack of strong community is one of the thing killing most projects in this space
I have seen almost all of the ICO's going for ANN thread first and announcing BOUNTY later at least after a week. But some have gone for bounty first and ANN later. Is it necessary to announce ANN first or is it some kind of strategy?
I don’t think Ann thread is really necessary, although it still good, it will give any investor enough time to do proper research ahead of the main ICO, it is also helpful for bounty hunters, to bookmark such project as what they might like to participate in ahead of you ICO, so Ann thread would have already prepared people’s mind down as regards you ICO but it doesn’t still stop you from achieving your full set target even you go straight to ICO, we have seen several case of projects that didn’t go through Ann thread and the ICO became successful, though for IEO, it’s very useful for people to be at alerts as there are too many rush now in Binance Lauchpad.
There are no rules about it. But without a proper eye catchy ANN thread, your bounty will not be a popular campaign! Because at this moment, every hunter research first before joining. Without the ANN thread, from where people can get every major information about your project? No one wants to read your full whitepaper, website word staffs and so on except ANN! That's why ANN is important before the bounty campaign! Some projects did bounty first but they had to mention about the upcoming ANN thread!

I don't really think so. The ANN thread is like the initial introduction of the project to people in the crypto space which tells them everything about the project and what its gonna solve in the world and the crypto space. Just like selling, if you don't tell people about the product, how will you get customers to purchase the product ? 
ANN is important for the new crypto project which will bring attention of crypto investors so you need to have ANN to promote your project on bitcointalk.When someone doing bounty first and the ANN later then they are doing for making money alone so better stay away from those projects.
I agree with you, if an ICO project announces a bounty first, you must be careful of the ICO because it indicates a scam.

Going for announcent thread first is the proper thing to do. Why go into bounty when you haven't said anything about your bounty? That's what Ann thread does.
I don't think it's advisable for you to create a bounty thread before creating an ANN thread because ANN thread is the thread that explains what the project is all about and if any one wants to understand the platform, they would have to get that from the ANN thread.

It is fine in my opinion since they have the Website, telegram, twitter, facebook account, linkedin etc,. Ann is like an alternative of website, others goes for an announcement if they do not have the website yet, but mostly I don't see any negative on posting a bounty first since the bounty already have all the needed links to know the project. Besides most interaction are done on telegram.

In my opinion ANN thread is very important and it is like introducing the project to not onlythe crypto community but also to general public so i think it is very important for every project to start ANN before so everyone gets to know about the project and all its positives and negatives then later they can launch a bounty campaign as well.
As a rule, everyone first of all becomes acquainted with the project announcements branch, since there you can always find the necessary information, unless of course the branch has been cluttered with spam. I am always suspicious of projects with little support for the announcement branch, and I definitely would not take part in projects without it.

because an annoucements thread is the first step from the marketing strategy for the project itself my friend
sometimes a project didn't create an annoucements in this forum,, for example in medium or steemit or others publications media,,

There's no any hard and fast rule. But it's wiser to create a thread to tell about your project before advertising it. I have found some of them doing the bounty thread first too.

Why not? It's doesn't matter if the project only creates a bounty thread, as long as they've inserted the link to the website and or whitepaper in the bounty thread. Because usually, the important information about the project is on the website and whitepaper.
Stay away from such projects. Most likely this is just a scam, or people are far from the crypto community, which means the project is most likely not to be successful!

If you came across any project with no ANN but bounty its fake I believe because ANN should come first and the website and every other fixes should be up and running ,becareful crypto space is full of scammers

But ANN usually is one of the first things investors are looking for in evaluating a project, it defines how the flow of the project will work.

The proper thing to do is to first go for ANN thread first before going for bounty thread. The ANN thread gives the general public of what your product is all about and even the bounty Hunter also will draw idea on what to advertise from the ANN thread
