It is quite hard to say which is the best today. Every advertising network has its own fault.
I'd advise the oldest and best networks around here such as Mellowads, A-Ads, Adbit.co.
These are probably not the super-brilliant networks which fits good to faucets.

I am confuse by your statement because you are suppose to be a publisher and not an advertiser, advertisers worries about the type of traffics and not the publisher.

I did once briefly use a site that was something like a-ads, with the hyphen. I cannot vouch for payments and such, but it was an instant set up and there were no hoops to jump through. The only trick with the site was the fact that the username and Bitcoin address thing was odd. I can't remember the deal, but I do remember that you absolutely need to copy and paste all that info down and even bookmark the site.
For some reason, after the initial sign up and set up I remember we had issues getting back to the site is all, not sure what the deal was, probably the fact that we have new sign ups and things for sites all the time.

I signed up my websites asking if my traffic was okay and they said they would let me know if it was a problem.
They waited until I was almost at payout (about 800k satoshi which took forever to earn anyway) before finally deleting my account with no warning.

MellowAds is the best one, the rest is a joke, low payments, intrusive banners or scams.
