Can I withdraw some of my BTC on Cex.io to my actual wallet or do I have to withdraw to my CC instead?
You can. If you're withdrawing cryptocurrencies, you can send to any personal wallet address.If you're withdrawing FIAT, you can withdraw through CC, Swift bank transfer, SEPA, and Crypto Capital transfer.

Keep in mind that you can't withdraw funds within first 48hours of creating the account.
If you need the funds asap, you'd have to complete verification but it still has to be approved before you can withdraw.
