I'm not sure why you think that matters to the forum? You do make a point with the Hebrew section though. Regardless, if you take a look at:

You will see that there is not enough demand that would justify another section. Usually, a section gets created only after there's enough demand.

There is a lot of Arabs on Bitcointalk but there will be no sub-section dedicated for it because simply people aren't active there. I'm an Arab myself and I never used that section (maybe few times to help other members only ) ...
Most of the threads there are pretty much dead , except the ones lotfiuser (user above) keep bumping them.

Bitcoin and other ALTs are widely distributed in arabic speaking community .
FYI if any member post anything in arabic following that thread it will get deleted by the same moderator .

Many? You sure? I only see like 4 post average per month for each site. And half of the posts on the bitcoingarden Arab section are in english.

I do like the idea of making a new section for Arabic language (not a specific country) though. That is provided that bitcointalk have enough Arabic users to make the new section lively.

Hi Bitcointalk admin

bitcointalk is a perfect forum that has many members who use arabic languages in daily use from middle east ,Africa and the rest of the world so we need arabic local forum to promote bitcoin and other altcoins .

Currently many convert to use :https://forum.bitcoin.com/post26766.html#p26766 instead of here and other use http://bitcoingarden.tk/forum/index.php?topic=8709.new#new
