A cannabis seed does not contains any THC.

And in answer to your statement i would say that nobody knows which is first the chicken or the egg The plants/seeds are grown and produced in a country where it's legal to do so, then the seeds are legally shipped to other countries and sold. No laws are broken unless the person who bought the seeds germinates/grows them in a country where it's illegal to do so.
