If the guy who released the coin (because he is not a developer) 
used the Premine or his own BTC for bounties & bankroll to set up all the things he wants for the coin, then it could work out.
Getting a Dice site up is pretty easy, GRF done it and they are doing well.
Only time will tell with this one.
