This mean that no application will be considered by the manager after the campaign status has been changed from Open to CFNP unless there is a certain signal that you get from the manager. A few hours before you submit application, the campaign status has changed to CFNP. You missed the opportunity and now you just have to wait for the next period if the manager wants to find new participant. Nonetheless, I don't believe that BestChange would ever refuse an applicant for that reason. If the applicant is high-quality poster, they'll just send him/her amessage to change the address. But that's not the point! If they don't know that, they may be unaware of the campaign rules.
You may be right, but the campaign has its own answer to this in the rules:
