In my understanding that you are reporting to a wrong authority. I do not need to mention that spams are supposed to be reported to mods and not to the campaign manager.
I've obviously reported that to mods too. I still think that the signature campaign managers, especially as reputed as this one, should know about this kind of things.
(And also the user should be notified that we know; so he can improve)

In my understanding that you are reporting to a wrong authority. I do not need to mention that spams are supposed to be reported to mods and not to the campaign manager.What will happen a campaign participant continuously spams beyond threshold?
Mods will temporarily ban spammers which may result in disqualifying from the campaign.
IMO, spam monitoring is out of campaign manager's control and moderators are here for that purposes.
