This is one of the reasons why CEX is considered as against privacy. I remember localcryptos have this kind of feature for deposit, but LC is not a traditional exchange to begin with, and it already shuts its service, unfortunately.
You can use DEX exchange if want to change address and create new account to get new address for deposit fund, although try to contact with Binance support they will give up and not give service yet for change Binance address. But if you want renew account seems impossible if have the same account or document used, not ability duplicate document ID upload for Binance KYC and its not allowed.
Maybe the op asked the matter to take advantage of trading on centralized exchangers. In case some centralized exchangers provide the facility of generating new wallet. You can use Crypton Exchange for this here is also no kyc options available. And here you can generate every deposit wallet addresses. Moreover, you can open an account in another centralized exchange(like kucoin) and withdraw funds from that account and keep them in the binance account you want. There was a time I contacted binance customer support to ask if I could get a new wallet address. The person in charge was asking me several questions to know why I needed one and after providing them with all the answer they needed my request was still denied.
Sometimes to provide security and better service, Binance also announces the retirement of some addresses and gives the opportunity to retrieve new addresses, but this is possible only when there is a direct announcement from Binance Exchange.A few days ago I received a notice to retrieve all Ethereum based wallets.

I also got such a suggestion from a friend of mine but the issue seems complicated to me and since it is a centralized exchange, what if it is considered an illegal activity and freezes the funds. So I think exchangers like Kraken can be used without going through such a complicated process.

Nah. Most of the CEX doesn’t have change address. They only have separate addresses on each blockchain that they are supported. Why do you need change address on exchange while it’s not meant on using for multiple transactions such as your daily wallet. Use electrum and other non-custodial wallet if you don’t like using single address on your transaction. Exchange is meant for trading purposes and not for storing your personal funds.
Maybe he has a reason to deposit funds to a new address but the balance will go to the same binance account, so he wants the balance sent untraceable to the primary receiving address, but that option doesn't exist on binance exchange and he has to use another CEX to get several new wallet options to accept deposits.

Although it is better to use electrum, where there is a wider functionality with addresses than on exchanges. Also, transactions will be cheaper. Binance charge too high for this, not to mention the riskiness of storing cryptocurrencies there.

Unfortunately, this is not possible on Binance since the system does not allow more than one address per account. This is one of the reasons why using centralized exchanges as the main wallet is risky. In this case, I advise you to use a special wallet that enables you to change your addresses whenever you want, and to use your only address on Binance only to receive money on your Binance account. The best wallet is the Hardware wallet, which supports a large number of cryptocurrencies and is completely safe compared to any other wallet. Binance is a fairly reliable platform, and I cannot advise you to change it.
It's all about having more privacy and that makes someone's privacy better by having change address. So, every time someone transacts to another address and it's changed, it's hard to track that it's the same person that did it.

Do they even support non-KYCed accounts now? I've heard some users are even required to resubmit their KYC documents a while back. Not to mention they can simply block your withdrawal on the basis of linked IP and so on. Even if you can delete your account, I bet they still record some data and will just use that as a basis to block your new account if you don't comply with their rules. If there are other options OP should probably take that instead of risking his money and playing hide and seek with Binance.

I never heard that an exchange have change address. Some exchange generate new address after transactions. Why do you need an exchange with change address?
It's all about having more privacy and that makes someone's privacy better by having change address. Simple, you have to generate a new address in your wallet, just download a wallet that supports multi-wallet like coinomi wallet, this was the first wallet I used that can generate as many addresses as possible, even a new Bitcoin address. Do not send your crypto to any exchange and leave the coins on exchanges, if Luna crash doesn't teach you anything the FTX collapse should, no centralized exchange is safe with customers' funds, not even Kraken or Binance exchange.

You can't trust any centralized exchange even if they are the top #1 rated over the web, it still doesn't guarantees that your assets will be safe on the exchange.
Centralized exchanges are the ones in the custody of your private key, they are not non-custodial.
If your purpose of depositing on Binance exchange is not to keep funds there then it makes no sense to me why you need an exchange that can give you more than one address, you can do this comfortable in non-custodial wallets too, like meta mask wallet.
A simple clarification. It was mentioned that OKX gives No - One address per user, (https://bitcointalksearch.org/topic/--5292667) which is incorrect or at least has changed. When you use the platform, it gives you up to 10 addresses for each account, and you can reuse the addresses several times.
These platforms do not do much to enhance identity by giving you several private keys, so do not rely on them as a way to enhance privacy.

The idea of change address is to avoid linking your address to yourself especially when you use it over time in different places for different purposes.
But you already completed kyc with binance which made some reasons for change address implementation seems defeated.
However, it is also not totally useless having a change address because you use centralized exchange. It could also help you escape random friends and relatives knowing how much you own in your binance exchange.
I know of kraken, remitano that does change address.

The problem isn't only that, but he was already make a reply to the @OP before but he create another more reply where he's reply to the @OP. Before coinbase ever used with Hitbtc and ability generate with many address, we can use difference address when depositing fund but I don't know detail about this exchange progress.
AFAIK Hitbtc have many scam accusations in this forum, although it's mostly an old accusations, so better to withdraw the money on the exchange if you still have it on there.
Binance seems impossible for changing your deposit address and extended for longer time with your current address, but you have use Coinbase because ability there generate or changing deposit address with unlimited amount. But the weakness with Coinbase not all coins listed there and you will face difficult later when getting coins not support in Coinbase exchange.
Before coinbase ever used with Hitbtc and ability generate with many address, we can use difference address when depositing fund but I don't know detail about this exchange progress. Last three years is the last time I used with Hitbtc and until right now my account have been restore with 2fa reset by their system, I think not recommended with Hitbtc getting generate or change address.
