Not really, I think NEO is in a perfect position to work with their government regarding ICO regulations after all, since its inception they're already talking about regulation compliance, ETH is not. ETH might just simply exclude Chinese people (China market, which has significant market share in crypto) so ETH might just lose that market share. Funny thing is NEO can do that as well if they have to just to reduce legal burden, hey they're a blockchain project too (global).
China may have taken a bite out of the cryptocurrency, but it is still standing strong and will come back stronger. I think I'm more scared of Paris Hiltion getting into crypto than of China banning ICO's
