This guy seems to be scraping and translating news from coindesk, either that or he has botted the process: https://bitcointalksearch.org/user/btcshop-156259 .
Seems to be posting only in press section of the board. Has had over 13 posts.
Just wanted to bring this to mods' attention(well local mods and Global mods anyway)

Regards,
Legendary

Hmm.. I read a few of his posts and they seem coherent Chinese to me as a native-level speaker, not something translated via a bot. That account is actually reposting news from external sites (http://www.bitecoin.com/online/2015/11/16131.html as an example of the newest post). Not sure if that's a bannable offense with the newest policies though.

It also seems that only 3 people actually start threads there: btcshop, nextblast and So perfect, they are literally the only people who are posting things there and all of them have the bitmixer signature so..

... they could still do good translations and thus constructive and helpful posts.

The global and other moderators can't really do anything about this unless they know Chinese. Posting properly translated content in local sections is allowed as far as I know. You could contact one of the local moderators there and check with them. They should know if the account is using a bot to translate and post. In that case it would be disallowed due to being badly translated (and/or being spam).

That is true , but considering he has a signature and the fact that he is essentially spamming in the same section, i.e by creating a new thread everytime there is a new news on coindesk, I feel the guy should be banned. Thanks for your advice, contacting the(only) Chinese board moderator.

Could you contact him yourself, my newbie limits ... well that should explain it.
