Yes Whaff is one the great app that lets you earn while downloading apps. Many COC players use this to buy gems @ CoC. Not only COC gems you can buy here but other ingame purchased playstore apps as well.

Well they have Clash of clans and hay day for a good game. Well okay maybe not hayday but clash of clans is great.

You can use both terms legit and not legit because the service of the OP is probably legit however doing this isn't legit by the terms of Google play because this contains Social Engineering and it's basically scamming from the company as I stated above . you most likely won't get banned if you don't abuse but I don't recommend it .

It is legit but not recommended because you didnt know the OP and he was not around here for a long time. Better do meetups if you found some gem sellers in your country.

I am a bit sure that if we cheat in gems the supercell team may ban us 
It does but here , the refunding system trick cannot be considered as cheat in some matter. Refunding trick can be applied to all google play games.

No I want to buy them for cheap.
You can only buy them through Google play if you are using Android . and there is no other way to get them cheaper unless you do SEing which is Social Engineering basically you manipulate customer service on Google and tell them shit story so they refund you but it's obvious that this method is illegal and not legit and you may end up getting banned after doing this several times . [Note that I never tried it but most of people do this , so not sure if things can go worst , your CC company may even call you . ]
It's not recommended at all if you have high level account and you want to keep it In good standing or sell it later or whatever ...
