Don't play here. Ridiculously low payouts and stupidly high house edge without a reasonable provably fair scheme means you can't prove the house is cheating you, which most likely they will if they can get away with it.

There's nothing to explain.. You got that right.. The house edge is 10% and yes the payout is 90%. False advertisement (saying the payout is 98%) and the game can not prove its fairness. In summary... Way too high house edge and no provable fair scheme, would stay 100% away from this site.
