If you need just 1 account then you can create it yourself but if you are going to use them for marketing purpose then you will need multiple accounts and that requires a lot of things and time that's where you need someone else to do it for you.

Facebook as far as I know save cookies, won't facebook ask to verify the account asking if I indeed knew the names of the friends if I login from my country?
