Well, I send messages out to the users that will be removed letting them know why they're being removed. I give them some time to read the message, and tell them to contact me if they feel they were removed accidentally. So the crossed out state is a sort of "limbo" state. If the users have a reasonable explanation to counter their removal, then I'm sometimes willing to give them second chances in the campaign.

A slot is open when there's a white slot in the spreadsheet, but a crossed out slot usually means there will be an opening in the next 24 hours or so.

There's a little cell in the spreadsheet that says "Last Updated" for future reference, but it was last updated February 25th @ 23:15 Bitcointalk default time.
