I have received a giveaway in 66C one week ago and it is still unconfirmed! No problem with pool payments.
Cryptsy bases the value on a variety of factors actually. Just because a similar coin started at some XX level, doesn't guarantee all the future coins to start at the same level. You can check out their forum to see what factors are used.
