Any website/casino/exchange that ask the user to deposit in order to withdraw is 100% scam i cant see how can someone fall for this

this site is currently being run by this scammer who apparently release many casinos in a short time
he asked 100$ deposit for my withdrawal (wasn't asked earlier,nor was in the FAQ or notifications when you deposit,even if you deposit less,) then i posted here, and he says i was "wrong" about the $100 minimum deposit
,by instantly going to 2500 points to cashout (25$),i thought to myself: "okay,even if hes lying about not having a $100 minimum deposit required earlier ,now that hes changed lets just deposit another 5$ or $10 and get my deposit back"

then i deposit another 10 dollars ( 30$ total) and he !!INSTANTLY!! increase the cashout necessary up to 3001 (31$)!!
and the minimum deposit its another 10$ !!
hes changing all the time when you try cashout,he even posted on the forum his change to 2500 minimum to deposit , then he changed the picture to the 3001,everytime when someone will try to cashout he will increase the minimum deposit !!
