He has some fairly extreme views on some community/policy related topics. He has posted some fairly ridiculous things in the staff section.
I am not going to comment on the OP's situation, however kcud_dab needs to enforce forum policy/rules as written.

This is the second complaint about the french moderator. Maybe he was hyped after the first complaint posted here in Meta. Anyway, I still think that the best way to do is to contact the said moderator as suggested above. Are you the only one who translated that ANN thread because maybe there is another one hired to do so producing to translated works making it redundant and might as well the reason why the moderator deleted it?
The thing is, the mod is not responding to his PMs as stated by op. This better be not a power trip as the mod was previously called out by another user in the local board for not being "active". If the ANN was posted multiple times after it was deleted, it might be considered a spam and will just get deleted over and over if the same content has been posted already.
That's why I'm saying that the best way to solve this issue is to contact the moderator in that local section though we cannot guarantee that he will reply or not. In addition, if french speakers would file a complaint regarding the moderator not being active it needs a lot to agree with it.
The mod is active. Some users just think that the moderator is some kind of robot that spend his days and nights without sleeping reading all the posts in the french section. So they don't take their times reporting posts but prefer to go and complain when the mod don't delete what they think should be deleted.
So adding another moderator in the french section might be a good idea but it's not really needed.
