Re-install Windows.
It can probably be fixed much easier using onboard graphics and DDU (or maybe safe mode). Windows re-install is a nuclear option.

My problem was that Claymore does not apply new settings on every startup (or would only apply them to GPU0). I resorted to modifying the BIOS instead, now I don't have to worry if my settings survived a restart.
Try rebooting to safe mode with vbios modded cards without UEFI.
To enter your mobo's bios with flashed cards you have to clear cmos first - assuming you're brave enough to enable on-board gfx when you already have 7 display adapters plugged in...

So yeah, modifying your GPU's vbios is the ideal option to set clocks right.

Funny you should say that as i've never had any issues overclocking directly in claymore.

What happened?
Claymore gives no option to revert to previous settings, and sometimes just will not apply changes anymore. So no safeguards and no override functions, which means you make one mistake and you're toast. Re-install Windows. And that's for clocks, voltages, fan settings, everything. Use at your own risk.

A few clarifications:

1. Only replacing atikmdag.sys WILL NOT WORK. Windows just says there was a problem installing the device if you do that;
2. You'll have to wait quite a bit if you have 7 cards for the system to acknowledge it after reboot. We're talking several minutes. But ultimately it will;
3. Afterburner will crash your PC with 7 cards (it did on both my rigs). Do not use it at startup. I've modded my vbioses and do not touch clocks with any app afterwards;
4. You won't be able to remotely monitor temps if you don't plug a monitor into the rig - I think the modded driver does not support this;
5. 6. 7. 8. 9. 10. DO NOT USE CLAYMORE TO OVERCLOCK OR MANAGE ANYTHING BUT THE MINING or you will break your system. Claymore's built a stable miner but his add-on features are buggy as fukc.

This process worked with my six RX580 4gb MSI gaming cards.  But with my six RX580 8gb cards it's only showing 5.  Anyone have ideas?  I am using the same drivers for both listed in the OP.

*EDIT*

After a restart my rx580 4gb system now only finds 5 cards too. Sad

I can now confirm that this solution is a workable solution and works with copying the files from 16.11.5 to 17.4.1 Non-WQHL

After following the tutorial listed above in the OP and installing the graphics driver manually by right clicking the device in the Device Manager and pointing it to the directory where the modified 17.4.1 driver was, all drivers were installed in one hit eliminating the need to do them one by one. Once this was all completed, all the drivers loaded, and loaded after a reboot. The machine is currently hashing wth no variation to the speeds, heat or causing any HW errors.

If you're going to do some testing, I believe you only have to replace one file, atimkdag.sys

About to test 15.12, did you mean atikmdag.sys?  No mkdag here.

EDIT:
I tried this on a system with 5 480s and a single 580.  
1) After reboot none of the cards were functioning properly and 480's had been updated to catalyst 17 in Device Manager, right clicked one of the 480's -> Update Driver -> Browse Computer -> Let me pick from a List -> Chose older driver. Cards started working again

2) I then shut down, connected 6th card (480), booted back up, drivers automatically installed, reboot. All 6 cards show up in device manager (never got this far before!) but are once again not functioning properly and 480s have loaded catalyst 17. Right clicked one of the 480's -> Update Driver -> Browse Computer -> Let me pick from a List -> Chose older driver and BOOM! It works!

I was entirely convinced my motherboard/PSU couldn't handle the 6th GPU, Thank you for finding this.

It works with the 16.12.2 drivers it seems just that I tested on 3 cards, a 480 a 570 and a 580. Copied atikmdag and atikmpag only. Patched with 1.4.4

and download Drivers for Rx 400 V 16.9.2 and removed the rx 500 drivers
but no thing is working
i hope you make a video for it

Does anyone have higher power consumption on rx570 4gb cards (MSI RX570 4gb GamingX)? I modded factory bios, only inserted 1500 straps, consumption per card was about 160w (gpu/mem: 1080/1970 -84mV). Tried to flash bios from rx 470 (same memory - Hynix), I got a little bit lower consumption - 145w per card, but that's still not good. Does anyone have solution?

Does this mean Watt-Tool will work on RX 500 series as well since the 6-7 GPU hack driver is a mutated version 16?
No - I don't think so (just a gut feeling). Frankly, IMO the Wattman wasn't working that well with my 5 RX580 to entice me to use it. I think it's just a first driver for a new'ish card and so it's not completely stable. So I honestly haven't tried to install the AMD settings, because I was nervous of the same instability issues. All I did was install the driver manually through the device manager. For any adjustments, you can use MSI AB or just manually set it in Claymore. Personally, I like both of those options over Wattman. I hated having to manually input all the settings into the individual cards and then have it reset to default settings to do it all over again. With MSI AB it syncs everything.

That said, you can try it and see if it'll work, but at this point, I was just happy to get it up and running.

So far so good - all is well. It's the longest my machines have stayed up and I can see 6 cards.
