That is true. I checked Rollbit terms of service right now and Belgium was included among the restriction countries.

It seems that most casino Licensed by Curacao ban Belgium, so he needs to find casino that is not licensed by Curacao.

Stake US only for (US Player), they already have the system to detect users who are not from (US) based on IP. If you access Stake US using non-US IP the site will show you a page warning the site is only for US Players and they will redirect you to the main website for non-US players. The regulation sometimes is based on the country. For example in (US or UK) each of them requires regulation from their own country, that's why most the time some casino that are opening a service into (US/UK) players have their own site for that cannot be mixed to all user.
