To repeat, you can apply without adding the signature to know whether you will be accepted.

Yes. Mainly to avoid address reuse. I try to spend only once per address for several reasons (mostly due to obscure security attack vectors) and thus could not spend the funds while keeping the same address. It also helps to keep track of earnings on a montly basis.
