It was possibly enabled in the past, however due to the hacks that this forum has experienced some features were disabled. Some were re-enabled, and some were not.
I'm assuming that the new forum will have more than just one theme. However, there is no real information related to its release.

the layout options are disabled on purpose. i suppose it could increase risk for hacks in the future.
