We really can't blame the police entirely for not being able to stop the bombing.

Here in our country it's very easy to go around bringing illegal items because there's rarely a REAL checkpoint.

Groups can go to a place one by one, each bringing one item/ingredient then meet inside where they can create a bomb for example.
