As a last word on this topic, I have donated the proceeds of this debt sale to the BAMT creator for his efforts on his wonderful software.
But it's deeper than that, not paying back a debt can be comapared to theft. When someone steals your car then gives back half a third of it and says sorry, that's still not okay 
From gigavps's perspective it doesn't really matter. He gets the same amount regardless of who bought it.

He owes all his family and friends money also, aside from the $40,000 USD he promissed everyone on this forum, that has been reduced to $20,000. He has no way to repay.

Do you know the real identity of the Shakaru? his contact information, the name and contacts of his friends and family? If so, lots of people will be interested.

One method for anyone who want to get back the money is to contact the person himself and as well as his family and friend. You can tell every person knows him that "this guy lend money and don't pay back..." the social pressure will make him do the right thing.
maybe you should divide this NPL into 50 shares. And each share holder can call his friend once, so that his friend will get a SMS or email saying that he owe people money three time a day from different person. and you can still keep like 50% percent of the NPL. even if you sell 60% of the NPL for free( of course you don't have to, see my offer below), you will get back the 25% of the face value of the NPL.
