i would be really interested! are these carded though?

Even if they were I very much doubt he would publically admit they were, but when cards are being sold this cheap there's a good chance they are and that's just a risk you will have to take if you decide to purchase them.

what is the risk exactly? just the cards getting banned and losing the value? <<< thats fine with me.

or can there be any legal issues?  <<< that i dont want lol Cheesy

Well knowingly buying cards that are stolen is an offence so you could get into trouble, but it's unlikely that you will. The cards will likely just be reclaimed or cancelled, but not much they can do if you've already spent them on a fresh account, but it's not 100% foolproof.
