hello, i had 250 etc coins stored in my cew and 3 months ago i switched to emerald wallet. when i checked the wallet an hour ago, i saw my wallet was empty and i checked etc explorer, there was a transaction 1 week ago. did somebody hack and steal my coins?

Yeah you already lost it and it can't be recovered anymore as the transaction has been broadcasted already. You should be careful to your log in credentials and make sure that you will not save it in any online space so it will not be exposed and your funds will be safe. You should also be careful to those phishing sites as there are plenty of phishing attempts out there already like in email and etc.
I saw the transactions, there were 2 transactions made 27 days ago, you said you didn't do it. So this means the wallet has a back door, they can transfer your money anytime, then make a refund transaction from another address, it's almost like using Coinbase. Maybe this is your last chance, contact the developers of the wallet and wait to see their explanation 
or scan your computer for a virus that has stolen all your money
