I will not call it a scam as yet, but 2 suspicious things that i have noted are:
Massive signup bonus/ Free coins.
Secondly, 30% referral comission to bring investors, i think this is not fair to investors, more likely they want to attract big promoters/ comission junkies to sell their ico quickly and looks like they will sell quickly.

Just wanted to bring this to your attention, as always DYOR, but i‘m staying away of it.
Can't exactly say it's a scam ICO but what I have seen is that most of the ICOs that offer ridicules bonuses for referring others by forcing them to refer would end up in a scam or the development team might get out eventually listing interest in the project. Though there are many exceptions but most of them will end up like this. The Digitex ICO starts in about 2 hours and i just came across this:
