Some bounty campaigns are scam, they are using fake details of thier team to attract investors and once they have the money on thier ico sale ,they will gone without any trace where did they go.
That's true, you will notice on who are the legit people behind those legit ICO's/bounties but for those that doesn't really have a team behind the management are totally fake and scams. Also don't fall for high stakes or rewards when it comes to their bounties because they are really attracting participants to advertise them with the hope that they'll get that much but in the end will just feel sorry about it.

Not all Bounty Campaigns are scam because there are more of it that were are legit, but still there are some Bounty campaigns that are scam where after their presale or after their ICOs end they don't pay any tokens/ coins to the participants as they promise after completing a certain tasks. Its really a bad to be a victim of such campaign because you can't do anything about it all you can do is to warn everyone about it.
