It's no promise of 3MH /$1 per single rig, but per card it is.
Is it even possible to get over 2MH/$1 per rig? I've done a lot of theoretical builds and if you want any realistic build it usually tops out around 1.5 megahash per dollar.

mine is in the mail already, it was like 145 and 15 bucks shipping

This. Since auction site sellers overprice these, try classifieds for cards like 5770. It's no promise of 3MH /$1 per single rig, but per card it is.
In fact $70 would already put a card to 3:1 ratio since an OC'ed 5770 (960-970mhz) achieves 210mhash/s.

People really do sell these at this price point, just found this on craigslist for example (posted today just a while ago).

I'm not 100% sure what your asking but I don't think there are any cards that run on pci? If your talking about pci to pcie converters I've found that they are too expensive to be worth your time. As for cards there have been 5830's that sold for $110 and I could get 330 megahash out of them. Thats 3 megahash per dollar.

Is that what your asking?

We can get 2MH/$ by using 5850s, buy has anyone found a hardware set using PCI > PCIE16s, PCI1 > PCIE16s and stuff like that that makes your total out lay on dollars get you about 3 megahashs per dollar?
