This site can be the most reliable platform to announce scam ICOs. You can pretty much write a post and include your proof as well to justify why or how was the ICO a scam then people will decide whether it is or not then the community will recognize it as one, depending on the outcome. But be careful with your judgment, you might be accused of something.

I try to raise awareness if the project is a complete scam.

But I have been wondering about a different kind of Scam.

I have friends in this Forum which have been here for much longer and have told me about 2 projects which are quite successful and haven't paid at least part of their bounty for MANY MONTHS.

CENTRA- Twitter campaign has been completely ignored.
Utrust- as i understand most of the bounty is unpaid till this day and they actively postponing.

I dont understand why these seemingly successful companies cant pay their bounties, it cant be so hard an moreover is it SCam? and what can we do as a community?

Yes of course they deserved to be reported so other people will not waste their time joining on that shit ICO. But some ICO succeed on their project yet the bounty is not given for almost 2mos and the developer keep on promising but in the end no one receive the bounty, so I think better to report on social media.

Just try to make a warn to the community and then we can try to block or ignore that scam project. Rather than only ignore it without made any awareness to the community and then more people can getting scammed by scammers. Just try to make a thread on reddit or here with more explanation why it can be considered as scam project.

It's becoming hopeless. On so many occasions i've tried warning people, making posts and talking in their forums, there three outcomes:

1) The most ideal situation, people listen to you
2) Your post gets deleted/moderated, or actively buried by said coin's puppets
3) People are so invested, they attain bag-holder status, and will do everything to reject your statements and avoid it altogether.

I hope you are not stopping with your efforts. I do have witness similar. But perhaps we have saved for someone some coins and avoided any additional loses. It is so sad to see so many scammers in this economy. It has such a huge potential but new investors are scared already, as they can almost daily read about stolen coins. So education is helpful, and we should make sure all become "crypto fit" and do not fall into any trap.

Nobody actually cares nor listens to scam reports. It's because so many are spamming and trying to discredit competitors.
Of course some project are clearly scams. If anyone offering guaranteed profit aka profit generator - hundred percent it's scam.
We need scam reports on blockchain

Is there a special section to report on the scam?
Such information would be very useful for investors.
But Wont it become a tool to blacken some competitors ICO?

If a particular project is a scam, what i do mostly is to use social media of that same project to warn others that are into it and to also raise alarm to intending members or investors.

Do report scam? Yes l, if i have to. They should be reported because they lack attention. They are to greedy. They want more thats why they scam. So for everyone, be careful to those projects that looks scammy. Dont trust easily. Research about their project thoroughly. Dont get scammed. But if you do. Report it.

I am spreading the awareness to the whple bountyalk community,so i would be able to protect these new users coming it to our community and for those who are lazy to get some researching.A lot of people here doesnt really read news,but if they have heard something negative they will do panic selling that can result to bloodbaths,the best thing for you to do is to start a thread and then spread words!

I haven't report such scams as I'm not good at scam busting but I'm helping through informing other community members if there's an ICO who turned out to be a scam. When there are people / newbies who are promoting their coins and if it has a scam accusation just tell others that its not a good one to trust with your money.
Do you just ignore and go on to the next one?
I'm not ignoring it but if there's a post on Scam Accusations just give the link to those people who are promoting those ICO's.

If I see a scam(but I cant say that this is totally scam, for example some ICO - it cant be scam before the team takes money and leave investors alone)
I go to the topic on bitcointalk and ask some questions about the project. And all who reads the answers make their own decision depending on what they see. I think this is the best way to clear out the scam coins

If I saw that the project is fraudulent, then I would create about the topic on bitcointalk and would try to draw attention to this problem

Better tell another person about that project so you and your friend not got scammed. Also post about that project in forum like bitcointalk or redit or any other crypto related forum. Make sure you have enough evidence to tell that project really scam not just some accusation with out proof
