Casino will not allow their customers to use the same identity /documents to verify more than one account, so I do not think a casino will allow gamblers to use more than one account. There will be a lot of chatting and abuse of bonuses. Have seen a lot of complaints on the gambling board where casino blocks gamblers account for issues the gamblers do not know. As freedomgo said, the abuse will be much in the casinos. And not only bonus abuse but also cheating. Gamblers would use that opportunity to cheat on casinos either in deposit or withdrawal by claiming to be one while it was in the other account. Different disputes will arise so it is better for the one gambler with one account. why would someone need to create multiple accounts when they can use just one account for their gambling. there is no legitimate reason why someone would need to create multiple accounts on a single gambling site, unless they want to do something on the site, either to avoid account limits, or for other reasons that could possibly abuse the site's program... therefore gambling sites do not need to allow double accounts because apart from it potentially being detrimental to them, it will also allow users to play without any limits.
Maybe for promos ? because here in my country most of the betting sites have Free Daily Spins when you can win something and in general , people are having multiple accounts just for his feature. I don't know what the logic behind having 2 accounts to play with would be, maybe some kind of strategy that I don't see clearly, but if a casino wanted to allow users to have multiple accounts, they would do it this way:
a user would create an account and this could create multiple player profiles.

With what you said about preventing fraud such as in promotions, maybe like what my friend did, where he took advantage of the promotions provided by the casino, although this can be said to be a pretty smart move, but the casino itself will not let it go, with my friend who took advantage of the new arrival bonus so he registered repeatedly and of course by filling out different forms, but this could make the casino suspicious. This allows us to get into trouble, and certainly makes us uncomfortable gambling, so for now I myself prefer to stick with one casino and one account because even if I'm lucky, I will win.

I think there are so many reasons why gambling prohibits the use of double or multiple accounts one of which is illegal activities by users, moreover I don't really see it as bad having double accounts but what matters is you being able to follow the rules of gambling and avoid some illegal acts in the sites. I can imagine only one situation when gambler can have several accounts - a situation when he wants to hide his activities from someone. Lets say have one account that person shows his second half, possibly to show that he isnt spending much on gambling, and other account where that person gambles the way he wants without pretense. But that isnt right thing to do. Any secret will be disclosed anyway. Or maybe a person has two income sources and he does not want money flows to cross.
