I think no, he didn't mean about the old ath but what he mean is when btc have recovered up to $20k, he then thinks that this might be the reason for the recovery of dogecoin. For me, I don't think that was the reason but I can believe more when Elon acquired twitter because that have created a hype around doge. In the event, Elon mention something great about doge, then I think the price of doge will surely rise even more and maybe that was the time it will made its new ath. I think the next ath of dogecoin will be 1 dollars. This is the most realistic ath of dogecoin for now.

the Heat is Over , Doge calmed down weeks ago and now starting to fall back to what is the value when it started to climb last month 
Im not sure if there are once again coming good to Doge this year because the way I see it? it will not go any far again not unless Elon pump this again like he always do .

What Doge achieved in the last 2 years certainly makes us optimistic that the market will soon rise, the stronger doge community makes me no longer hesitate to make doge a choice investment and will sell when the price reaches at least 50 cents.
if is achiever because of how it is manipulated , Meme coin that is working because of some whales and not because of its true value .

I don't know why there are some people who likes to hold/invest this kind of coin when there's a better option out there, just choose Bitcoin instead. Perhaps they don't like how the price was too much compared to other coins or maybe they just gain more profit on this coin than investing in Bitcoin? 
because there are still lot of people here to be called risk taker in which they are willing to lose just to try winning bigger, investing is always risky but people must understand that there are no gain if you won't risk your funds in crypto market.but like you with Meme coin? I will never ley myself be part of pumping and dumping strategy of Elon and His team.
This is what we have in this situation with risk takers, they see it as a risky move and they do it even if it looks stupid for a small chance to make a big return and rarely they do it and feel happy.
I think the potential of Doge in the future will continue to improve after Twitter is bought by Elon Musk and they say they receive payments from DOGE for advertising costs, I'm sure if there is no FTX case, today the DOGE price is around 25 cents, unfortunately there is panic in the market that makes Doge also corrected.

Elon is just a manipulator so its normal for him to shill doge at that time because he is benefiting on it and earning millions of dollars in profit for just hyping it.
