I believe what your memory is referring to this site, it is not a new site imho. What you saw not long ago was with the first owner (npredtorch) then he sold it to RooooR and seems that it is being sold to another people again.
Basically the site is the same with what have you seen before just with different thread/owner.

Actually when the first tine release people are really attract with this, and many people try it and said about good things about it. They really lack of contest or promotions, may be if they put some more money into it, I think this game will work out a little bit. Try to attract more people with some campaign is good thing to do too
The issue with many of these sites is simply lack of capital. Its a very interesting concept and I think it could be big however with lack of funding for promotion could hurt the site.
I agree with you regarding the contests or promotions, however you need to realize that if they don't have much capital then they can't have a big contest. And there is no point in having a contest worth 1 penny either.
