Another Issue i discovered when I was reading the terms and conditions was i think they were not well edited or translated. Some part of the English version of ToS was in Russian. Is it a mistake or it was deliberate?

Yep that seems confusing. Maybe they can clear what that means? or if they really don't ask for KYC probably they could just removed it from their website but still it's important that they will make this clear first.

I'm actually not familiar with the random.org but based from the link you have sent https://dota2expert.com/license it looks like they can be an alternative from provably fair games.
