Some people think that if you are gambling most of the time, you're addicted to gambling which is wrong. Infact, there can be a person who is playing with very little amount in every game and has risk management in his play. As long as you have money management and risk management, you are not addicted no matter how much active gambler you are.
Think of a person with no portfolio management, gamble only few minutes but used his whole capital or major portion of it, it a single game or bet. I would call such a person addicted even if he is not much active all the time in gambling.
If you plan your gamble very detailed and execute it very disciplined, you are gambling responsibly and not considered as gambling addictive.
Like you exampled, it includes capital management like how much money you use for gambling and its size compares to your total capital. Like how many times you bet every day and for how long. If you simply use small money to bet, and limit your time for bet every day, it's responsible gambling.
It's truly that gambling responsible is not easy for people who are not disciplined and usually action emotionally. It takes time for them to learn about gambling responsible, learn to change themselves to become more disciplined but to start, they must manage capital well first. If not, they will lose all money before they can master gambling responsibly.
