The new plan seems pretty conservative albeit attractive.
Nice idea. However, I'd suggest locking this thread and opening a new one. This current one has too much unnecessary information and posts that are no longer useful.
Secondly, I'd suggest to modify your affiliate program to make it more friendly to the referrer. The current program seems too complicated requiring you to get a large amount of referred users as well as needing majority of them to be active. This discourages using an affiliate link in the signature.
Finally, you could include some signature and banner links to make it easier for a user to start referring.
