You have good intentions, but the problem is that few people will know about your lottery without marketing. Even big and known companies like Coca-Cola spend big amounts on marketing every year. And why do you think they do that? Because they know that people will forget about their product without advertising.

If you really want people start using your site, you probably should start a Signature campaign first. From that how you run it people will get an impression about you in general. Then some of them will probably buy couple of tickets with the money they were paid for participating in your sig. camp.
