I also encounter such problem, electrum not launching even though it is on the task manage.  I often rightclick electrum on the task manager and end process it then relaunch the electrum.  Mostly it works that way.  If it is persistent, I restart the PC and relaunch the electrum and it also solve the problem.

The reason behind the electrum not launching is possibly there is a glitch that make the interface of the electrum not appear.  It is also possible that there is conflict on the use of resources reason why the application just get listed on the task manager and yet the UI doesn't appear.
Sometimes you can not find Electrum wallet when you click on Start menu of Windows and Type Electrum. Restart your computer and repeat it, if it does not succeed, you can do following steps.

On Windows:

Show hidden files

Go -> Location and type ~/.electrum

Where is my wallet file located?
The default wallet file is called default_wallet, which is created when you first run the application and is located in the /wallets folder, inside the datadir.

Copy and paste your wallet file to your desktop or better your D disk as your backup. Even if you have the wallet seed backup, I still recommend you to copy and paste that wallet file.

Next, you uninstall Electrum wallet software, and reinstall it. If the new installed wallet software opens smoothly, you can copy and paste your wallet file to that directory location again, and use it. Or you can recover it from your wallet seed.

OP has already found the issue and it was because his Electrum wallet was not updated to the latest version. I believe it was the same experience that you have with OP so I guess, you need also some upgrades of your wallet.

I am also using an old version of electrum but the experience of @OP rarely happen to me.  I do not think it is because of the wallet being an old version. I believe it is more on the resources conflict.

I'd see that upgrade is very important, even in other applications and our devices as it will affect the performance. This is what I usually did, maybe this is the reason why I'd never experienced this thing. It is also important to look for antiviruses and some apps making lagging on the computer for this will cause delays as well.

It is obvious that upgrade is important for security and being user friendly and some glitch fixes.

This situation happens to me quite often. When I start my portable Electrum, it may not start, but in the Task Manager there will be an open and running process electrum.exe. Moreover, neither Windows itself can close this process, nor any third-party process killer. I am forced to reboot the system. There is no other way.

P.S. I have no viruses and other stuff. System is official licensed, pristine clean.

Did you try to reboot your PC before trying to uninstall and installing electrum again? I wonder what version you are on, is it the latest one?  Assuming it's the last one, If you have an old OS, an outdated one it'll probably cause issues when lunching electrum.

It could be anything that causes the problem tho but I'm glad that you fixed it with a Fresh install again, but try to have a back up wallet in your device so you wouldn't need to use your seed phrase if your wallet will have problems again in the future to minimize the risk.

The plan is that today I will try again on my smartphone before I try to make it on my PC, hopefully there will be no problems like yesterday again.
When you create a wallet on your smartphone, does the application suddenly appear on the main screen?
The solution is that you can repeat again with the condition that when you enter the stage (Do you want to create a new seed, or restore a wallet using an existing seed?) you select the option (I already have a seed).

Re-enter the 12 word seed that you have saved and proceed as the application commands.

If you create a Multi-signature wallet initially, it will ask you for your GA code and password later. You only need to enter it if you have created it once.

This is my experience on the latest version of Electrum.
Since my smartphone doesn't support screenshots, I can't show the steps via pictures.

In that case you can run the task manager as administrator, by doing that you'll have grated it complete administrator permission to close the task. On task manager you should go to details and select the electrum.exe and left click on it and select end process tree. It will successfully close the app then you can restart it once again.

It seems likes it just your device because mine is working perfectly. And I think it's high time you do some system cleaning becasue most times some malwares and trojans could be the cause of your system lagging and make some of your apps unable to open, you probably should format your system and reinstall your wallet again.
I was surprised when I opened Electrum it looked different, I didn't have any problems with the Electrum that I was using, it can still be accessed until now. The system on the device has made updates automatically, but there are no slight problems like what Op experienced.
Maybe Op needs to restart the device to solve the problem that occurs, but if the problem hasn't been fixed, Op should be careful about storing large amounts of assets in Electrum.

I wouldn't be so calm after some .exe file broke off responding on startup. Repeatedly clicking on the shortcut can only aggravate the launch. The program hangs in the background, and each new click can cause an unnecessary load.
In any case, if there are any problems with the launch of the wallet, I think you should think about reinstalling the system before it's too late. Maybe the computer has a virus that prevents it from starting, and soon the same problem may repeat itself, despite the fact that you updated the program.

Do you have Windows 10 or 11? Since working on early versions lately often causes problems,
I say this because I have a laptop with an old version of Windows 7, which I'm too lazy to replace. The laptop lies unnecessarily, but every time I turn to it, it keeps hinting at me to install a new version of Windows. Although all my working machines work without problems, only on Linux,

Hmm, perhaps we have the same issue, however, when I clicked back the second time, Electrum will open now. So I don't do what you did, like installing and uninstalling it.

They just had a recent update though, you may want to check it and see if it an fixed the issues?

And I'm assuming that you are using Windows as OS?

I haven't created an Electrum wallet on my PC yet, so I'm not having this kind of problem right now. But yesterday I was able to create an Electrum wallet on the smartphone that I use and the problem was that I had to repeat it twice, but it still didn't work even though I had seen and read the tutorial properly and followed it carefully. I have experienced this kind of error before since i have a trust issue on going of updating eventually due to its past incidents. What i did is just install the other newest version and it works, i just copy as backups in the appdata folder to avoid reentering seeds or PK.

Sometimes the problem may have to do with your computer capacity. If you're sure the capacity of your computer shouldn't be the issue since Electrum is a light wallet.
You can try this method. Uninstall Electrum and copy your Electrum folder from "C:\Users\Username\AppData\Roaming\Electrum" to the desktop of your computer. Once you've done that, try reinstalling the Electrum wallet and make sure you don't delete the folder from C: because it contains your wallet file.

I'm using a PC version of Electrum. it's been a while since I last use their Android version.
I've experienced this type of delay in opening the wallet app but not with Electrum. As you've said that you've reinstalled it to fix the matter, it's likely that the case was the version that you've got and you've missed the update. That might be the cause of delay as to why Electrum don't open on your case but then in conclusion if it's the latest version and you're sure of it, take it that the suggestion of the friends we've said in here that it's a plausible hardware issue where your PC is the culprit of its delay. If you've got some other laptop or desktop, you may try to have some experiment for which can validate that it's your PC that's causing the delay.

Have you tried the portable version? Since that version of Electrum doesn't need any installing at all. I assume a device restart would be a quick fix for this Electrum version.
I haven't but I might try it if the issue happens again in the future, at the moment after reinstalling Electrum(the latest version), everything is fine.

Also trying updating your device to function well, it’s not surprising to see out of date version having app hanging issues, do the need full, for better security you can also employ the use of an offline wallet too. In all just be safe.

This delay should be a result of the device you are accessing electrum on. A lower version mobile device with a low ram space can cause a lag while trying to access electrum. Try clearing up space on your device to ensure its working at optimum capacity and verify if you have some other apps which are experiencing the same situation.
I'm using a PC version of Electrum. it's been a while since I last use their Android version.

Did it happen after updating the app while it's still pinned to the taskbar, by any chance? If the answer to that is "YES", then I've been experiencing the exact same thing in the past few months after I downgraded from Windows 11...

  • My way of dealing with the issue: Unpin it from the taskbar > Click the Electrum icon on the desktop > Pin it again.

Don't also rule out the possibility of your device being compromised by a virus or malware which is slowing it down.

Well you had better start being more careful with your electrum wallet especially if you are active with it and online.
avoid malwares, phishing links, there are lots of dangerous site that you can get attacked on so it’s best to also avoid them as well.
