Thank you very much, friends,
I uninstalled everything from the computer (the one with not working wallet), do the installation again, restore it from the seeds and now everything is working and the last transaction is in my balance. Now have one working wallet on two computers.

I downloaded and installed 3.0.6 on different computer (Windows) and restored my wallet, using the seeds. Now everything is fine with the transaction and the amount is in my balance.
Just have some more questions and will be happy if you help me again!
If I copy blockchain_headers file file from the working wallet and paste it to the previous wallet (which is on different computer), will make it work fine? What do you think about it?

I'm glad that you solved the problem, probably issue was about some corrupt file which is caused by upgrade from old version of Electrum.Since you try deleting blockchain_headers file before and that did not solve problem you should not do that.Just make clean install and your wallet will work without problems.

You can have one wallet on many devices,this is not problem-only be sure that they are on clean PC,and that you set strong password.

You can try if you want but now that you know you can restore from seed I'd probably prefer to delete Electrum and all the data files and do a fresh installation.

I just deleted both blockchain_headers files and restart it. The synchronizing process took just a few minutes. Nothing changed. Now the wallet is connected, but the last transaction is still +0. 
Yes, I have other PC, but is on Linux. I will try now to download the 3.0.6 for Linux and to restore the same wallet, using the 13 seeds.

At the beginning of Electrum seed contained 12 words,then from 2.0 to 2.6.4 version it have 13 words,and from next version to today it have 12 words again.But you should not to worry because Electrum seed is compatible with all versions,so your 13 words seed should work in last version of Electrum.

You can also make a backup of all files in Electrum folder before you delete them,just in case you need them.If you have some other PC you can try to install Electrum and use your seed in that way.

But before that try option with blockchian_headers file.

yes, I posted my question there also, because I am trying to find the best solution of my problem. The transaction's amount isn't small for me. I worked hard for it and don't want to lose it.
 I got 2 blockchain_headers file: blockchain_headers and blockchain_headers.tmp. and don't know which one I should remove from the folder.

I think you should try to solve your problem with clean install of Electrum,as I suggested in post above.It means uninstallation of Electrum program and deleting of all files in his folder.Then download latest version and restore from seed.

Regarding blockchain_headers file,I just check and have only 1 file,no tmp.,but you should delete both,it will not harm your wallet in any way.After that just start 3.0.6 version of Electrum and give it some time to sync.File is about 40 MB,so time for sync will depend of server you are connected and your internet speed.

It is possible that with deleting of this file your problem could be resolved,but it is not 100% that will succeed in your case.There is a possibility that another file is corrupted also,so only solution would be to uninstall Electrum and manually delete all files in Electrum folder on the path which we mentioned earlier.

As long as you have the correct seed for your wallet there is no danger that you will lose your coins,so check your seed by clicking on symbol right next to the green dot and enter your password(if it is protected)then when you are 100% sure it's completely correct you can try to do some of the above procedures.

Like I said earlier I was under the impression that this was an old bug that had been fixed which why is partly why I recommend upgrading rather than this, but it's worth giving it a go.

If this not help there is a possibility that some file in Electrum folder is corrupted,so you should try to delete blockchain_headers file in Electrum folder.It is located on  C: \Users\YourUserName\AppData\Roaming\Electrum\wallets (or %APPDATA%\Electrum\wallets) but to see appdata you need to click on File - View - Folder Option - Show Hidden Files(in Windows)


A faster way to open the hidden folder containing the blockchain_headers file is to click the windows start button, then copy and paste the line of text below into the search box that appears, then press the enter key to open the folder.

%appdata%\Electrum

This is what your search box should look like after you have copied and pasted the line above into it.

It is a known problem which some users have recently,but the problem was to be solved with version 3.0.6.You can try to select different servers when you click on green dot-uncheck automatic selection and try to pick any other server from the list then wait to see if your transaction is show correct balance.

If this not help there is a possibility that some file in Electrum folder is corrupted,so you should try to delete blockchain_headers file in Electrum folder.It is located on  C: \Users\YourUserName\AppData\Roaming\Electrum\wallets (or %APPDATA%\Electrum\wallets) but to see appdata you need to click on File - View - Folder Option - Show Hidden Files(in Windows)

If you delete that file(only that file) your wallet will need to sync again(download that file) so give it some time for that.

Last option is clean install of Electrum(uninstall/delete all files)and then restore from seed.If you do that be sure you have 100% correct seed.

To be honest that isn't something I have ever needed to do. According to the website bug reports are through Github https://github.com/spesmilo/electrum

As ThomasV is active on the forum you could try posting the screenshot I mentioned to demonstrate the problem and he might well comment.

That all looks good. The tx is confirmed although it does have 197 outputs so I don't know which one is yours or how much it is. There was a bug I think in one of the 2.8 versions that caused some transactions to be displayed with 0 value but that was fixed so I don't know what is going on here. Don't panic about it as the tx is confirmed on the blockchain the funds are safe.

I would suggest making a screenshot to show the problem and then alert the Electrum developers to the issue.
