Most of the ICO tokens are based on the Ethereum network and yeah I can say that Ethereum is the "father" or saying the king of the ICOs and of the altcoins as most of them are based on the ETH.
But we should not forget also that there are some altcoins that are not ETH based and are very good and have a good potential to rise in the next few years.

That's true, because most ico USES ether technology using erc20 as the existing technology on the ethereum web. It provides ethereum with additional value.
