The one that are scamming are the projects and ICO based on ERC20 tokens or project that is based on ethereum blockchain not the ethereum itself.

It have many users now uses etherium in all over the world. And also even me ill have some enough altcoins and ill hold because i trusted of etherium. But we do not know if it is true or not.
