Still, Germany have only 1 vote in EU council, 1 of 28.
The number of votes doesn't matter, as Germany is very successful in forcing the rebel nations (especially the Visegrád 4) to vote for them on various policies. The smaller nations can't afford to alienate Germany, as that country is the most powerful member in the Union. If they do so, then Germany will retaliate in the form of restriction of work visas and investment.
The only way to do that is leaving the EU like the UK (re free movement).
Germany is neither the hegemon nor the unspoken leader of the eu even though it should be.
Germany itself doesnt want too because in part of its history and on the other part the knowledge that politics and society can only have peace when you compromise.
I think the past 4 years showed more then enough that germany isnt the führer of the EU.
And there are voices in the EU that this is at the same time good and bad, because people know the EU has to be strong for the future and a strong EU needs a strong leader.
Right now there is only germany left. Maybe france in 10 years if they recover.
