That does not sound appealing, in my opinion. I understand if you are trying to use this as a business model, but the risk outweighs the rewards and there is no reason for your customer(s) to eat the cost of your business with others. A prospective customer with the more valuable (BTC) resource probably shouldn't be charged a premium to get your Paypal, but that's just my two-cents. 5% might be more reasonable, if you're going to ask for anything, since that at least could be a more justifiable handling fee.

for you, 5% may be okay but in my own opinion 15% is not bad considering the risks as you said

So, for someone like me that regularly gets my BTC turned into Paypal when I need a quick couple bucks to cover a payment you would require that I wait 6-hours after sending you the Paypal to receive my BTC? That sounds excessive and not effective.. Whatever you are claiming this would prevent, it would not, and if you believe this to be keeping you safe in your transactions then you are mistaken. This simply acts as either a false sense of confidence for yourself, or as a time-padding that allows you to pull off a withdrawal scam before they chargeback. What exactly do you mean by verified? Paypal accounts need to be "verified" prior to sending or receiving any cash.

Also, is the 15% fee in your favor or in the favor of the person with the BTC? It doesn't make sense that someone would bring you BTC for your Paypal, and then also pay you an exorbitant fee. If you'd be willing to send the funds first, operate with no hold time or/and forfeit the 15% rate to be in my favor then please let me know and we can do a few trades.
15% in my favour plus risks. accept g and s and  f and f. i have bitcoin ready, accepting paypal funds.

I'd like to point out to the noobs who might read this thread that escrow is basically useless when dealing with Paypal.  There is nothing stopping a person from charging back after the escrow has released the funds.  You can chargeback if OP doesn't send the bitcoin, and you can chargeback even if he does.

OP, I would recommend that you use extreme caution with noobs here.  Don't know if you're aware of this, but people will create new accounts just looking for PayPal scams.  To everyone else, a noob account that wants your PayPal first might also be looking to scam.  This thread looks like a disaster just waiting to happen.

You are right only partly,
escrow useless only to @Jblade , (because it does not send the first), but is necessary for the honest person, who buying btc with paypal (sending with option as for friend & familie, he have not chance to chargeback, if OP have a plan to scam)
