I've granted one license to it, (http://www.bitcoinrotator.com/, since abandoned, broken project) He stole the code from there and uploaded it for free here. As far as i know Paypal is against trading/exchangin with BTC, so this is illegal and can cause a lot of trouble.

This is just a RED FLAG for you because paypal is reversible and there are lots of fraudulent activities on going with paypal funds.
