I don't think they'll really do that. May be Russia is not a very big market for Facebook, but there are many users still.
Zuckerberg is doing the wrong thing by mixing politics in to social media. Earlier he was accused of giving undue importance for anti-Russian news articles in the Facebook news-feed. And my guess it that this is the real reason behind the ban attempt rather than the storage of user-data.

Well of this hapoens it can surely be a blow towards the Facebook as a whole as russia would be the first to do it and a major country nonetheless and it moght soark a greater controversy and disputes that can change the landscape of aocial media forever
