The rules say Users posting "joined" type posts when not required or allowed will be BANNED and Incentivising posting within one or more threads is not allowed, but if you combine these two, bounty threads get away with simply asking people to post "joined".
There is a pattern here in their posting. I see people posting in metalcoin bounty and a couple more. It would be better for the entire thread to be trashed.

Is there a "valid" reason (as in: "authenticating the account for bounty hunters") to post this, or are they all spamming?

If they're all spam, I can easily make a list, just like I did for AlexPromotion spam. I haven't downloaded patrol for a few months, and just restarted it. Once I have data from a few days, I can make a list.

Isn't this against the rules? It's not allowed to give people any incentive to post in the thread. This looks like a loophole to allow unlimited bumping. So many accounts post nothing else than this (example)!

Report them? Or send a PM to any mod,with the links of the specific thread/post. Whichever is more convenient..

Searching for "#join" from the last 9 days comes with 5 pages with results of fake users. Just a few real ones in the list.

How to stop this???

This can be attributed to bot work or maybe the project owners want more advertising of their project in either way, I don't think a sane person can join an already closed bounty, knowing fully well that they won't be paid.

There are some things I do not understand. for example I look at spreadsheet; some are using my telegram id, twitter or bitcointalk username. why do they do it when they know you can not get awards?

You can report each case separately and expect to be neglected, then you can write a warning so the mod can come and delete your post, you can always try again it may works...
I may be sometimes abusing the use of the sentence "close the topic" but it is the only solution to stop the necro spam...

I do report all of those. I just got curious as I saw someone bumping old scam projects like "project C" trying to advertise it again and I was like, what?? Then I saw other "necro bounties" bumped last few days by fake accounts, so I try to warn you guys what to look for. If we are a bit more in this fight we may win! Wink

Here are two examples of users, "joining" old /closed/ bounties with non-existent facebook/twitter profiles.

You can report each case separately and expect to be neglected, then you can write a warning so the mod can come and delete your post, you can always try again it may works...

Yeah, bumping the topics.

What could be the reason for them doing so ? I do not see any benefit to them for doing this ? One possibility is that the projects having those threads are getting it bumped from these users for getting more visitors. Another option is that they are doing it out of ignorance, many members do this in signature campaign. They apply as a newbie without any signature. Smiley 
I guess the developers could be trying to get their name out there and hoping users just sign up without realizing it's already finished and do some free advertising for them. Could also be bots trying to earn money, but it seems they've specifically targeted older bounty threads.
