Conceptually, you are correct. However, cash deposits do not require any verification as they are not reversible. This would be more in the case of an online bill pay, interac transfer, etc.

EDIT: This is correct. No withdrawals require verification for this reason. However, any deposit that would be trivial to reverse does require it.
