In my view they should just change the rules so that the world cup winner gets to host the next world cup.
Hosting the world cup is the only way some nations are going to get to play in the world cup.
(Since the hosts automatically are guaranteed a spot).but the problem is almost every team that hosted the World Cup picking unsatisfactory results

But you're wrong on Qutar. Qutar is the 2022 world cup. 2018 is in Russia. And it is quite safe to assume that Qutar 2022 will be cancelled seeing all the chaos going on in the region. It is laughable anyways that everyone just goes on about the climate there, when the real problem is that you just can't guarantee for the safety of players in fans in the middle east. Too close by and too good a target to not plan on striking there from the view of all the fanatics and terrorists over there.
