An altcoin with less than 4 million coins is rare but still nothing new like you said; however, a good altcoin with less than four million coins that is extremely undervalued is something new and rare. It's like finding a hidden gem. If you take into account Footy has a good dev makes the coin even more rare. There are not thousands of coins with a less than 4 million cap - just check coinmarketcap - [I don't know where you get your facts from].
The great majority of altcoins have 100 Million to 10 Billion coins. To find an good altcoin with a good dev that has less than 4 million coins IS RARE.
You can see by looking at Footy's performance on the market the past 48 hours that there are many people who agree with above sentiment.
